Ifo and ZEW German sentiment survey markets
Germany is Europe's largest economy, and two private surveys give an early read on its direction every month: the Ifo Business Climate Index and the ZEW Indicator of Economic Sentiment. Both are quoted in the same breath on financial news, which makes them easy to confuse. Event contracts that ask whether a reading will rise, fall or clear a level depend on the exact series named. This SoftCta guide explains what each survey measures and where readers commonly mix them up.
Who answers the questions
Ifo surveys several thousand businesses across manufacturing, services, trade and construction. ZEW surveys a panel of financial analysts and institutional investors. That difference matters: firms report on their own orders and plans, while analysts give a view on the economy as a whole. When markets swing on interest-rate news, ZEW often reacts faster because its respondents watch markets for a living.
Index versus balance
Ifo publishes index levels, with a base year set to 100, for the overall business climate, the current situation and expectations. ZEW publishes balances: the share of experts expecting improvement minus those expecting deterioration. ZEW can therefore print below zero, and swings of twenty points are not unusual. A contract asking whether ZEW will be positive is a sign question; one asking whether Ifo will exceed a level is a level question. Our event title guide covers how to separate the headline phrase from the underlying definition.
Headline versus components
Each survey has more than one series. Ifo splits into the climate headline, current assessment and expectations. ZEW publishes economic sentiment for Germany, a current situation balance and a separate euro area sentiment reading. News reports may lead with whichever moved most. Write down the named component before checking any price.
Consensus and surprise
Economists publish forecasts for both surveys, and those forecasts appear on economic calendars. A consensus is a median estimate, not a probability. Our consensus versus price guide explains why a market on whether the reading beats consensus is a different question from one on a fixed level.
Relation to PMIs
The S&P Global/HCOB purchasing managers' indexes for Germany arrive around the same time and use a 50 line rather than an index base or a balance. Readers often treat all three as one signal. They can diverge for months. See our PMI and ISM guide for how diffusion indexes work.

FAQ
- What is the Ifo Business Climate Index?
- It is a monthly survey of German firms run by the ifo Institute in Munich. Firms rate their current business situation and their expectations, and the results are combined into an index with a base year set to 100.
- What does the ZEW indicator measure?
- The ZEW Indicator of Economic Sentiment surveys financial market experts about their expectations for the German economy over the next six months. It is reported as a balance of optimists minus pessimists, so it can be negative.
- Are Ifo and ZEW the same kind of number?
- No. Ifo is an index level built from business responses, while ZEW is a percentage balance from analysts. A move of five points means something different in each.
- When are they released?
- ZEW usually publishes mid-month on a Tuesday and Ifo later in the month. Check each institute's published calendar for exact dates and times in Central European time.
